In Drupal 7.x, the forms change came a new option: #title_display. It regulates how to display the description field of the form, which allows for easier manipulation of the presentation of half forms.
It may take the following options:
before - The default for most fields - title (# title) field is shown in front of a form field
after - title (#title) field is shown as a form field (note: this is the default option for the half-type radio and checkbox).
attribute - applicable only in case of radio and checkbox fields - title (# title) is used as the title of the form
invisible - title (# title) is placed before the form element and is shown as "invisible" with the class. element-invisible, with the default Drupal CSS classes. This allows access to the title element, but hides it from a standard browser user.
